A r t i c l e 317.
Scope of this Chapter
1. The provisions of this chapter shall apply in respect of goods transported across the customs border of the diplomatic missions, consular offices, other official representatives of foreign states, international organizations, staff of these offices, institutions and organizations, as well as in respect of goods intended for the personal use of certain categories of foreign persons benefiting from the privileges and (or) the immunities under international treaties.
2. Commission's decision of the customs union can be defined features of the customs declaration of goods, baggage certain categories of goods transported by diplomatic missions, consular offices, other official representative offices of foreign states, international organizations, staff of these offices, institutions and organizations for official and personal use only.

Moving goods by diplomatic missions of foreign countries
Foreign diplomatic representatives, located in the State - Members of the customs union could bring into the customs territory of the customs union and export from the territory of goods intended for official use by diplomatic missions, with exemption from customs duties and taxes and applying non-tariff regulation.

Moving goods head of diplomatic missions of foreign states and members of the diplomatic staff of diplomatic missions of foreign states
1. The head of the diplomatic missions of foreign states and members of the diplomatic staff of foreign diplomatic representatives, as well as staying with them their families, if they do not reside permanently in the receiving State and are not nationals of the receiving state, may import into the customs territory of the customs union goods destined for their personal use, including products for the first installation, and export from the customs territory of the customs union goods intended for their personal use, with exemption from customs duties and taxes and applying non-tariff regulation.
2. The personal baggage of heads of diplomatic missions of foreign states, members of the diplomatic staff of foreign diplomatic representatives, as well as living with them their families, if they do not reside permanently in the receiving State and are not nationals of the receiving State shall be exempt from customs inspection with no serious grounds to believe that it contains articles not for personal use, or the goods imported to the states - members of a customs union or export from the countries - members of a customs union which is prohibited or controlled by quarantine regulations. Customs clearance of such goods shall be conducted only in the presence of such persons or their representatives.

Conveyance of Goods by the administrative and technical staff of diplomatic missions of foreign states
Members of the administrative and technical staff of diplomatic missions of foreign states and residing with them their families, if these persons and their family members do not reside permanently in the receiving State are not nationals of the receiving state, may import into the customs territory of the customs union goods intended for their personal use, including products for the first installation, with exemption from customs duties and taxes and applying non-tariff regulation.

Application of customs privileges granted to members of the diplomatic staff of foreign diplomatic representatives, members of administrative and technical staff
On the basis of international treaty states - members of a customs union with a foreign country customs benefits provided by this Code, members of the diplomatic staff of diplomatic missions of foreign states, can be distributed to members of the administrative and technical staff of the office, as well as their family members not residing in receiving state is constant and non-nationals of the receiving state based on the principle of reciprocity with respect to each foreign country.
A r t i c l e 322.
Moving goods by consular institutions of foreign states and their employees
1. Consular offices of foreign states, consular officials of foreign governments, including the head of the consular institutions of foreign countries, and consular officials of foreign countries, as well as their family members will enjoy customs privileges stipulated by this Code for the diplomatic missions of foreign states or the personnel of diplomatic missions of foreign states.
2. On the basis of international treaty states - members of a customs union with a foreign state workers to staff of the consular institutions of foreign countries, as well as their family members not residing permanently in the host State on the basis of reciprocity with respect to each foreign country can be shared customs exemptions provided by this Code members of the appropriate administrative, technical and service staff of diplomatic missions of foreign states.

Moving the diplomatic mail and consular valise of foreign states through the customs border
1. Diplomatic mail and consular valise of foreign states through the customs border, shall be neither opened nor detained.
If there are serious grounds to believe that the consular bag contains documents and (or) products are not intended exclusively for official use, the customs authority may require the opening of consular bags authorized persons represented by the foreign state in the presence of a customs officer. In case of refusal to open the consular bag shall be returned to its place of origin.
2. The packages constituting the diplomatic mail and consular bag shall bear visible external marks on the character of these places.
3. A diplomatic bag may contain only diplomatic documents and goods intended exclusively for official use, and consular valise - only official correspondence and documents or goods which are intended exclusively for official use.
A r t i c l e 324.
Customs Privileges for Foreign Diplomatic and Consular Couriers
1. Foreign diplomatic and consular couriers may import into the customs territory of the customs union and export from the territory of goods intended for their personal use, based on the principle of reciprocity with respect to each foreign country, with exemption from customs inspection, customs duties, taxes and application of measures tariff regulation.
2. Diplomatic and consular couriers must be provided with an official courier sheet, indicating their status and the number of packages constituting the diplomatic mail and consular valise. Courier sheet signed and sealed by authorities administering the diplomatic mail and consular valise.
3. Diplomatic mail and consular valise may also be entrusted to a temporary diplomatic or consular couriers, designated to carry only this pouch or consular bags and endowed express the official list.
A r t i c l e 325.
Customs facilities for representatives and members of delegations of foreign states
Representatives of foreign states, members of parliamentary and governmental delegations, as well as on the basis of reciprocity to members of delegations of foreign countries who come to the states - members of a customs union to participate in international negotiations, international conferences and meetings or other official missions, the customs privileges stipulated by this Code for members of the diplomatic staff of diplomatic missions of foreign states. The same privileges are granted to family members accompanying the said persons.

Movement of goods the diplomatic staff, consular officials, and members of delegations of foreign states in transit through the territory of the customs union
Members of the diplomatic staff of foreign diplomatic representatives and consular officials of the consular institutions of foreign states, their family members, persons referred to in Article 325 of this Code, in transit through the territory of the customs union, enjoy customs privileges stipulated by this Code for members of the diplomatic staff of diplomatic missions .
